I'm looking for a store in Chicago that mainly carries clothing under $20. It doesn't necessarily have to be a big store either, like Old Navy. Local businesses are fine too.

Old Navy is a good bet. Also look for Discovery Clothing stores, I know they have a bunch in the 'burbs... it's cheaper women's clothing that looks more designer. Also check out Marshalls or TJ Maxx, they are discount stores that contain popular brands.
