The center, called Digital Promise, was created with bipartisan Congressional support and is to be an independent nonprofit organization, overseen by a board of leaders in education and technology appointed by Education Secretary Arne Duncan. It will work with researchers, entrepreneurs and schools. The project evolved from efforts by private foundations and scientists as well as civic and business leaders.
